- **National strategy.** The [UAE National Strategy for Artificial Intelligence 2031](https://uaecabinet.ae/en/news/uae-cabinet-adopts-national-artificial-intelligence-strategy-2031) , adopted by the Cabinet, sets a goal of making the country a global leader in AI across priority sectors such as transport, health, energy, education and government services.
- **A dedicated minister.** In October 2017 the UAE appointed Omar Sultan Al Olama as Minister of State for Artificial Intelligence, the first government post of its kind anywhere.
- **Dubai initiatives.** In April 2024 Sheikh Hamdan bin Mohammed launched the [Dubai Universal Blueprint for Artificial Intelligence](https://www.protocol.dubai.ae/en/media-listing/news-events/hamdan-bin-mohammed-launches-dubai-universal-blueprint-for-artificial-intelligence/) , which led to Chief AI Officers being appointed across Dubai government entities. The Dubai Centre for Artificial Intelligence then launched the [Dubai AI Seal](https://dub.ai/en/ai-seal/) in 2025, a tiered accreditation meant to help government and business buyers identify trusted AI providers.
- **Infrastructure at national scale.** Abu Dhabi hosts [Stargate UAE](https://openai.com/index/introducing-stargate-uae/) , a 1 gigawatt AI compute cluster announced in May 2025 by G42 with OpenAI, Oracle, NVIDIA and others, with a first 200 megawatt phase planned for 2026.

For a buyer, the practical effect is simple. Boards and procurement teams in the UAE ask sharper questions about hosting, Arabic and governance than many buyers elsewhere, and a vendor who cannot answer them in the first meeting will slow your project down later.

Six checks before hiring an AI development company in the UAE

## What UAE data protection law applies to an AI project?

Most AI projects in the UAE fall under one of three data protection regimes, depending on where your company is licensed, and health data carries an extra layer of rules. Your AI development company should be able to tell you which applies before it designs anything.

### Onshore UAE: the PDPL

The [Personal Data Protection Law, Federal Decree Law No. 45 of 2021](https://u.ae/en/about-the-uae/digital-uae/data/data-protection-laws) , came into force on 2 January 2022 and covers personal data processed by companies onshore in the UAE. It sets out lawful bases, data subject rights and rules for transfers outside the country, and the UAE Data Office acts as the federal regulator. One point trips people up: the detailed Executive Regulations had still not been published when this guide was written in September 2026, and the law gives organisations six months to comply once they are. Build to the principles of the law now rather than waiting.

### Free zones: DIFC and ADGM

Companies in the Dubai International Financial Centre follow [DIFC Data Protection Law No. 5 of 2020](https://www.difc.com/business/registrars-and-commissioners/commissioner-of-data-protection) , which is close to the GDPR in structure. The DIFC regulations also include a specific provision, Regulation 10, on personal data processed through autonomous and semi autonomous systems such as AI, with notice and transparency expectations. Companies in Abu Dhabi Global Market follow the ADGM Data Protection Regulations 2021, again modelled on the GDPR. Both free zones have their own commissioners and their own transfer rules.

### Health data: the strictest case

Federal Law No. 2 of 2019 on the use of information and communication technology in health fields says, in Article 13, that health data relating to services provided in the UAE may not be stored, processed or transferred outside the country unless an exception applies. Ministerial Resolution No. 51 of 2021 lists those exceptions, such as treatment abroad, insurance claims and some telemedicine, most with consent and encryption conditions. ## Where will your AI run? UAE data residency options

You can keep an AI system inside the UAE today using hyperscale cloud regions, sovereign cloud offerings or your own hardware, but model availability differs by option. The table compares the main routes as of September 2026.

The large general models from OpenAI, Anthropic and Google also handle Arabic well for many tasks. The honest answer is that no model wins everywhere. ## Questions to ask an AI development company in Dubai or Abu Dhabi

These eight questions separate teams that have built production AI in the UAE from those that have not. Ask them in the first call.

1. **Which data law applies to us, and how does it change your design?** Expect a specific answer naming PDPL, DIFC, ADGM or the health data law.
2. **Which region and deployment type will each model use?** “Azure” is not an answer. “GPT model X, regional deployment in UAE North” is.
3. **How will you test Arabic?** Look for a test set built from real inputs, dialect coverage and native reviewers.
4. **Will the system run in our cloud account and our code repository?** Yes should be the default.
5. **How do you measure accuracy before launch?** A good team shows you an evaluation set and a pass mark agreed in advance.
6. **What will it cost to run each month?** Ask for model, hosting and support costs separately, in AED.
7. **Who will actually do the work, and where are they?** Meet the engineers, not only sales.
8. **What happens if we want to switch model provider next year?** The answer should be a configuration change and a test run, not a rebuild.

## Red flags when hiring an AI company in the UAE

The warning signs below come up again and again in UAE vendor selections. One on its own may be explainable; two or more should end the conversation.

- **No clear hosting answer.** If a vendor cannot tell you where prompts and logs are processed, they have not thought about PDPL or health data rules.
- **“Arabic supported” with no evidence.** Supporting Arabic script is not the same as understanding a Gulf dialect.
- **The platform stays in their account.** You lose the system, and often the data, if the relationship ends.
- **Accuracy promises with no test set.** Claims such as “99% accurate” mean nothing without the cases behind them.
- **Only time and materials pricing for a defined scope.** After scoping, a fixed price for the first phase is reasonable.
