Last updated: 2026-10-18

**Short answer:** The top generative AI development companies in 2027 fall into four groups: strategy firms (Deloitte, QuantumBlack, BCG X), engineering firms (EPAM, Itransition, LeewayHertz), embedded and cloud specialists (Tribe AI, Loka, Datatonic) and regional options (Faculty in the UK, Core42 in the UAE). Pick by your biggest risk, then test each on evaluation, guardrails and IP terms.

Search for the top generative AI development companies and almost every result is a list written by an agency that puts itself at number one, ranks the rest by Clutch reviews and never mentions how you would check whether the system it builds tells the truth. This guide does three things differently. It groups eleven verified firms by the buyer they suit and says who each one does not suit. It shows only published prices. And it explains the tests, controls and contract terms that separate a production GenAI system from a demo.

Generative AI means models that produce text, images, code or audio, such as GPT from OpenAI, Claude from Anthropic, Gemini from Google and open weight models such as Llama and Mistral. A generative AI development company turns those models into software that runs on your data: copilots for staff, document drafting tools, AI search over your files and features inside your product. Our [generative AI development service](https://vrisic.com/services/generative-ai-development/) page explains how we build these and what they cost.

Disclosure: Vrisic publishes this guide. Vrisic is not ranked among the companies below; we describe our own offer in a separate, clearly labelled section.

## Best GenAI companies vs model labs: who actually builds your system?

The companies people call the biggest in AI, such as OpenAI, Anthropic, Google, Microsoft and Meta, build and sell the models; they are not usually who builds your application. A generative AI development company sits between the model and your business. It connects the model to your documents and systems, sets permissions, writes the tests, controls cost and keeps the system working when the model version changes. When you search for the best GenAI companies, decide first which of those two you are shopping for.

## How we selected these top generative AI development companies

A firm made the list only if its own pages show generative AI delivery for clients, not just strategy slides or a resold tool. Gartner predicted that at least 30% of generative AI projects would be abandoned after proof of concept by the end of 2025, citing poor data quality, weak risk controls, rising costs and unclear value ([Gartner, 2024](https://www.gartner.com/en/newsroom/press-releases/2024-07-29-gartner-predicts-30-percent-of-generative-ai-projects-will-be-abandoned-after-proof-of-concept-by-end-of-2025) ), so we looked for firms that talk about production, not pilots.

1. **Verified in October 2026** on each firm’s own site or a dated press release. No firm paid to appear, and we left out ratings and awards we could not trace.
2. **One clear buyer type** per firm, with an honest note on who should look elsewhere.
3. **No overlap with our agent list.** Firms whose main offer is autonomous agents appear in our guide to the [top AI agent development companies](https://vrisic.com/blog/top-ai-agent-development-companies/) , and general custom builders in our list of [AI software development companies](https://vrisic.com/blog/best-ai-software-development-companies/) .

### Core42: for sovereign hosting in the UAE

Core42 is a G42 company offering a Sovereign AI Cloud, a Sovereign Public Cloud built on Microsoft Azure with UAE controls, a private cloud in UAE owned data centres, and the Compass API for access to several foundation models through one interface. It also offers delivery services.

**Suits:** UAE government and regulated firms whose data must stay in country under the [Federal Decree Law No. 45 of 2021](https://uaelegislation.gov.ae/en/legislations/1972) or sector rules. **Look elsewhere if:** you need the application designed; many buyers pair Core42 hosting with a separate developer.

## Where Vrisic fits (listed separately)

Vrisic is a young custom AI software company with a remote team based in India that works US, UK and UAE business hours, with no local offices. We build generative AI into custom software and into the systems you already run, so slow drafting, searching and summarising work gets done in minutes. Where privacy demands it, we run open source models inside your environment so data never leaves it.

You get one fixed price in writing after a free scoping call, the build runs on your cloud and model accounts, and you own the code, prompts and test data with no per seat fees. Typical ranges: a focused copilot costs $15,000 to $45,000 (£12,000 to £36,000, AED 55,000 to AED 165,000) over 4 to 8 weeks; a product feature or internal app $45,000 to $120,000 (£36,000 to £96,000, AED 165,000 to AED 440,000) over 8 to 16 weeks; a full GenAI product from $120,000 over 4 to 8 months. Hosting and model usage are billed at cost on top. When the value sits in your documents, our [enterprise RAG and AI search](https://vrisic.com/services/enterprise-rag-ai-search/) work is usually the core.

## What generative AI development services cost in 2027

Published prices for generative AI development services run from about $5,000 for a simple automation to $30,000 to $40,000 for one or two workflows, while Clutch puts the average AI project at $120,594.55 ([Clutch, 2026](https://clutch.co/developers/artificial-intelligence/pricing) ). At the top end, Gartner put business model transformation with GenAI at $5 million to $20 million. Our [AI development cost guide](https://vrisic.com/blog/ai-development-cost/) has the full breakdown.

| Pricing model | Typical of | Good for | Watch for |
| --- | --- | --- | --- |
| Discovery then proposal | Deloitte, QuantumBlack, BCG X | Many candidate use cases | A deck with no build plan |
| Published bands | Itransition | Early budgeting | Scope that grows past the band |
| Platform plus services | LeewayHertz, Core42 | Governed scale | Fees that never end |
| Embedded engineers | Tribe AI | Rescuing stalled pilots | Open ended monthly spend |
| Fixed price per scope | Vrisic | One defined use case | Weak change control |

**Send us 20 real questions and five documents** We will run them through a quick prototype and tell you, free, what accuracy a copilot on your data can reach before you spend a cent on a build.

## How to evaluate a generative AI development company

To evaluate a generative AI development company, ask it to prove four things in writing: how it measures answer quality, which guardrails it builds, how you will see what the system did, and what you own. These are the areas every competing list we reviewed skipped.

### Evaluation suites that measure truth, not style

An evaluation suite is a fixed set of real questions or tasks with expected answers, scored on every release. For GenAI the scores that matter are groundedness (is every claim supported by your sources), citation accuracy, refusal when the answer is not in the data, and format errors. Ask for 100 to 300 cases written with your subject experts, with pass marks in the contract, and ask how the vendor checks automated “LLM as a judge” scores against human review.

### Guardrails and the risks they cover

| Risk | Control to demand | Evidence to ask for |
| --- | --- | --- |
| Invented facts | Retrieval with citations, refusal rules | Groundedness score on your test set |
| Prompt injection | Input filtering, least privilege tools | Test results mapped to the OWASP Top 10 for LLM applications |
| Personal data leaks | PII redaction, retention limits | Data flow diagram and a DPIA draft |
| Copyright claims | Provider content filters switched on | Configuration showing required mitigations |
| Runaway cost | Model routing, caching, spend alerts | Cost per request at your volume |

### Observability you control

Every prompt, retrieved passage, response, cost and user rating should be traced with tools such as Langfuse, LangSmith or OpenTelemetry, stored in your cloud account and reviewed weekly. Without traces, nobody can explain a bad answer to a customer or a regulator.

### IP terms that actually protect you

Your contract should assign the code, prompts, evaluation data and any fine tuned weights to you. Then check the model terms. Anthropic’s commercial terms assign outputs to the customer, bar training on customer content and defend paid customers against IP claims over authorised use. OpenAI says it does not train on business data by default and may keep API data for up to 30 days. Microsoft’s Customer Copyright Commitment for Azure OpenAI only applies if required mitigations, such as protected material and jailbreak filters, are switched on, so a careless build can quietly void it.

> Key takeaway: the best generative AI partner is the one that can show you a groundedness score on your own data, not the one with the best demo.

## Example scenario: what a drafting copilot really costs

Illustrative example, not a client project: a US engineering consultancy with 200 staff wants a copilot that drafts proposal sections from 4,000 past proposals and its rate cards, with citations to source documents, Microsoft 365 sign in and hosting in its own Azure account.

| Line | Cost | Notes |
| --- | --- | --- |
| Discovery and data audit | $3,000 | Use case, success measures, document access |
| Data preparation | $8,000 | Parsing old Word and PDF files, permissions |
| Retrieval, prompts, guardrails | $10,000 | Search index, citations, refusal rules |
| App and Microsoft 365 integration | $10,000 | Word add in, sign in, admin screens |
| Evaluation suite | $5,000 | 250 test questions written with bid managers |
| Launch and handover | $2,000 | Deployment, monitoring, training |
| **Build total** | **$38,000** | 6 to 7 weeks |
| Running cost | $700 to $1,300 a month | Model usage and hosting, our typical estimate |

First year cost lands between about $46,000 and $54,000 before optional support. The line buyers most often cut is the $5,000 evaluation suite, and it is the one that tells you whether the next model update made drafts better or worse. If a quote has no such line, ask why.

**Prove one GenAI use case in 10 business days** Our AI Pilot tests your idea on your own data for $1,500 (£1,200, AED 5,500) and is fully credited if you build within 60 days.

## Questions to ask a generative AI consulting company

1. **What groundedness and citation scores did your last system reach,** and on how many test cases?
2. **Which model will you use, and how do we switch** if prices or terms change?
3. **How do you stop invented answers,** and what does a user see when the answer is not in our data?
4. **Where are prompts and outputs stored,** for how long, and under which provider data terms?
5. **Which provider mitigations will be switched on** so our IP indemnity stays valid?
6. **What will one request cost at our volume,** and how will you keep it under control?
7. **Who owns the prompts, evaluation data and any fine tuned weights** when the project ends?

## Red flags in generative AI proposals

- **Fine tuning proposed first** when retrieval over your documents would be cheaper and easier to update.
- **No evaluation line in the budget,** or only a demo on hand picked questions.
- **One model locked in** with no reason given and no plan for its retirement.
- **Licence fees hidden inside services,** so a proprietary platform keeps charging after launch.
- **Strategy decks with no build plan** once discovery ends.
- **Vague answers on data,** especially where prompts are stored and for how long.

## When you do not need a generative AI development company

If the goal is general staff productivity, such as drafting emails, summarising meetings and answering general questions, buy an enterprise assistant such as ChatGPT Enterprise, Microsoft 365 Copilot or Gemini in Google Workspace instead of building one. For most companies under 50 people, we would start there. Build only when the system must use your own documents and rules, sit inside your product or process, keep data inside your environment, or serve volumes where per seat pricing gets expensive. Our [build vs buy guide](https://vrisic.com/blog/build-vs-buy-ai-software/) and our note on [private, self hosted LLMs](https://vrisic.com/blog/private-llm-self-hosted-ai/) help with that call.

## Frequently asked questions

### Who are the top generative AI development companies for a mid sized company?

For a mid sized company with a defined use case, engineering led firms such as Itransition and EPAM, cloud specialists such as Loka on AWS and Datatonic on Google Cloud, and fixed price builders are usually a better fit than strategy firms. Choose by your cloud, data rules and budget, then compare each firm’s evaluation method and ownership terms before signing.

### Do top generative AI development companies publish their prices?

Very few do. In October 2026 Itransition published entry level GenAI work from about $5,000 and one or two workflow solutions at $30,000 to $40,000. Large consultancies such as Deloitte, QuantumBlack and BCG X do not publish prices. Vrisic’s typical range runs from $15,000 for a focused copilot to $120,000 or more for a full product, fixed after a scoping call.

### Can I hire OpenAI, Anthropic or Google to build my generative AI app?

Usually not. OpenAI, Anthropic and Google build and sell the models and the platforms around them, rather than taking on custom builds for most businesses. Most companies hire a generative AI development company to build the application on top of those models, connect it to their data and systems, and take responsibility for quality, security and running cost.

### When should I hire a generative AI consulting company instead of a builder?

Hire a consulting company when you have many possible use cases, no agreed policy on data and models, and leadership asking for a plan. Hire a builder when you already know the one or two use cases worth funding. Many mid sized firms run a short paid discovery with a builder instead of a long strategy engagement.

### How can I check a GenAI vendor’s hallucination rate before I sign?

Give the vendor 50 to 100 real questions with known answers from your own documents and ask for a scored report showing groundedness, citation accuracy and how often it correctly refused to answer. Ask how automated scores were checked by a person. A vendor that cannot run this on your data before you sign is unlikely to measure it after launch.

### Can a badly built GenAI app lose me copyright protection from the model provider?

Yes. Microsoft’s Customer Copyright Commitment for Azure OpenAI only applies when the required mitigations, such as protected material filters and jailbreak filters, are switched on and a suitable system prompt is used. Anthropic’s indemnity covers authorised paid use and excludes some modifications. Ask your developer to document which provider conditions the build meets.

### Which generative AI companies can keep data inside the UAE?

Core42, a G42 company, offers sovereign cloud options in UAE owned data centres and a public cloud built on Microsoft Azure with UAE controls. Azure UAE North and the AWS Middle East (UAE) region are also available. Any capable developer, including Vrisic, can build your application to run in these locations so data stays in the country.

### What are the best GenAI companies for AWS, Azure or Google Cloud users?

On AWS, Loka holds Premier Tier status with Generative AI and Agentic AI specialisations. On Google Cloud, Datatonic builds Gemini Enterprise solutions and won a Google Cloud partner award in 2025. On Azure, EPAM partners with Microsoft and Core42 offers a UAE sovereign Azure cloud. Matching your existing cloud usually cuts cost and security review time.
