Best AI Voice Agent Platforms in 2027: Vapi vs Retell, Bland, ElevenLabs and More, with the True Cost per Minute

Short answer: The best AI voice agent platforms in 2026 are Vapi and Retell AI for developers who want to pick their own models, Bland AI and ElevenLabs Agents for one bundled rate, and Deepgram’s Voice Agent API or LiveKit Agents for teams that want lower cost and more control. All in, most land between 8 and 27 US cents a minute.

Choosing between the best AI voice agent platforms is less about which demo sounds nicest and more about who owns the agent, what a minute really costs once telephony and the model are added, and whether the platform meets your compliance and language needs. Most comparisons stop at platform fees. This one adds what they leave out, with every price read on the vendor’s pricing page in October 2026.

We are a voice AI development team that builds on several of these platforms; we keep opinions separate from facts. If you only need a ready made answering service for one business line, our guide to the best AI receptionist for small business is the better read.

Disclosure: Vrisic publishes this guide. Vrisic is not ranked among the platforms and appears only in its own clearly labelled section near the end.

What kinds of AI voice agent platform are there?

AI voice agent platforms fall into three groups, and the group decides who owns the logic, how you pay and how much engineering you need. A voice agent platform is the software that connects a phone call to speech recognition, a large language model (LLM) and a synthetic voice, and handles turn taking, interruptions, tool calls and transfers in real time.

  1. Orchestration platforms: Vapi and Retell AI. You choose the speech to text, model and voice providers; the platform runs the real time pipeline, phone numbers and tool calls. You pay a platform fee plus provider costs.
  2. Bundled platforms: Bland AI, ElevenLabs Agents and Synthflow. The vendor supplies most of the pipeline and charges one rate or a contract. Less choice, fewer invoices.
  3. Building blocks: Deepgram Voice Agent API, LiveKit Agents and the OpenAI Realtime API. Lower level APIs and an open source framework. You write more code and own more of the result.

How we compared the best AI voice agent platforms

We compared each platform on seven buying criteria that decide whether a voice agent survives real callers and a finance review. We did not score or rank the platforms, and we did not accept payment from any of them.

  1. True cost per minute, including telephony and the model, not only the platform fee.
  2. Latency, and whether you can measure it on a real phone line during a trial.
  3. Control: bring your own model, voice and carrier, or self host.
  4. Concurrency: how many calls run at once before you pay more.
  5. Handover: warm transfer to a person or a contact centre queue, with context.
  6. Languages, with a focus on Arabic for Gulf buyers.
  7. Compliance: HIPAA business associate agreements (BAA), GDPR and where data can live.

The best AI voice agent platforms in 2026, one by one

Grouped by type; US dollars as stated on each pricing page in October 2026.

Vapi: flexible orchestration for developer teams

Vapi charges $0.05 a minute for hosting and passes provider costs through. Its pricing page lists Deepgram transcription at $0.0095 to $0.0099 a minute, OpenAI models at $0.0077 to $0.0452 and ElevenLabs voices at $0.0146 to $0.0238. Vapi telephony, WebSockets and WebRTC carry no transport fee; third party carriers cost $0.0055 to $0.014 a minute. Without a support package you get 4 concurrent calls; Core is $29 a month for 10, and Pro is 10% of hosting fees with a $999 minimum for 30. Extra lines are $10 a month and HIPAA is a $2,000 a month add on.

Where it wins: provider choice and fast prototyping. Where it does not: low default concurrency and an expensive HIPAA add on, which also cannot be combined with zero data retention.

Retell AI: orchestration with a published price per component

Retell AI publishes an all in range of $0.07 to $0.31 a minute and breaks it down: $0.055 for voice infrastructure, model costs from $0.0016 (GPT 5 nano) through $0.064 for its recommended models to $0.16 for GPT 5.5, voices at $0.015 or $0.040 for ElevenLabs, and telephony at $0.015. Twenty concurrent calls are included, then $8 each a month. Numbers are $2 a month, PII removal is $0.01 a minute, and the page states SOC 2 and HIPAA readiness.

Where it wins: transparent pricing and generous default concurrency. Where it does not: premium models and voices push the rate toward the top of the range quickly.

Bland AI: one rate that includes the model

Bland AI’s per minute rate covers the LLM, real time transcription and voices, with no token charges. Start is $0 a month at $0.14 a minute, with 10 concurrent calls and 100 calls a day. Build is $299 a month at $0.12, with 50 concurrent calls and 2,000 calls a day. Enterprise is contracted to volume, with on premises or VPC deployment. Bland lists SOC 2, GDPR, PCI DSS and HIPAA eligibility with a signed BAA.

Where it wins: simple budgeting and private deployment options. Where it does not: less freedom to swap the model, and daily call caps on the self serve plans.

ElevenLabs Agents: premium voices at a bundled rate

ElevenLabs Agents, also called ElevenAgents, charges $0.08 a minute for its speech recognition and voices, with LLM and telephony billed at cost. Plans run from Free (15 minutes) through Pro at $99 (1,238 minutes) and Scale at $299 (3,738 minutes) to Business at $990 (12,375 minutes, 40 concurrent calls). Its documentation says a HIPAA BAA is only available on Enterprise, with Zero Retention Mode and approved LLMs.

Where it wins: voice quality and language range. Where it does not: healthcare buyers must go to Enterprise.

Synthflow: sales led enterprise deployments

Synthflow’s pricing page states that enterprise contracts start at $30,000 a year, priced on volume, concurrency, telephony, integrations and security needs, and shows SOC 2, GDPR, HIPAA and ISO 27001 badges with EU and US hosting. Where it wins: buyers who want the vendor to deliver the agent. Where it does not: there is no self serve tier for a small pilot.

Deepgram Voice Agent API: lowest published bundled rate

Deepgram runs transcription, an LLM and text to speech behind one API. Pay as you go is $0.075 a minute Standard, $0.065 if you bring your own voice and $0.050 if you bring both model and voice; Growth plan rates drop to $0.068 and $0.041. New accounts get $200 of credit, and BAAs are offered to Enterprise customers. Its Nova 3 speech recognition lists more than 15 Arabic locale codes, including UAE and Saudi Arabic.

Where it wins: low all in cost and strong speech recognition. Where it does not: fewer ready made flow builders and dashboards than Vapi or Retell.

LiveKit Agents: open source framework with an optional cloud

LiveKit Agents is an open source framework built on the LiveKit media server, which you can self host or run on LiveKit Cloud. Build is free with 1,000 agent minutes, Ship is $50 a month with 5,000 and Scale is $500 with 50,000, each then $0.01 a minute. SIP minutes match those allowances, then cost $0.004 (or $0.003 on Scale), and US numbers are $1 a month after the first. A signed BAA is available from the Scale plan.

Where it wins: code you own and hosting in any cloud region. Where it does not: you need engineers comfortable with real time audio.

OpenAI Realtime API: speech to speech from the model maker

The OpenAI Realtime API streams audio in and out of one speech to speech model, removing the separate transcription and voice steps, and it accepts phone calls directly over SIP with a transfer endpoint. GPT Realtime 2.1 costs $32 per million audio input tokens and $64 per million audio output tokens; GPT Realtime 2.1 mini costs $10 and $20.

Where it wins: natural turn taking and fewer moving parts. Where it does not: per minute cost is harder to predict, because conversation history is billed again on every turn, and you are tied to one model family.

Vapi vs Retell: which should developers pick?

Pick Retell AI if you want predictable pricing and 20 concurrent calls without a support plan; pick Vapi if you want the widest provider choice and are happy to assemble the bill yourself. Both document warm transfers, both let you choose models and voices, and both are quick to prototype on.

Question Vapi Retell AI
Platform fee $0.05 a minute hosting $0.055 a minute infrastructure
Provider costs Passed through at provider price Published per component
Telephony Vapi numbers free; third party $0.0055 to $0.014 $0.015 a minute; numbers $2 a month
Concurrency included 4, or 10 on Core at $29 20, then $8 each a month
Starting credit $5 $10
HIPAA $2,000 a month add on with BAA HIPAA ready; custom terms on Enterprise
Best for Teams tuning every component Teams wanting a clear bill

Our view: build the same agent on both in a day, run the latency test below, and let the numbers decide.

AI voice agent platform pricing: the true cost per minute

Once telephony and the model are added, a US inbound minute costs about 8 to 15 US cents on most platforms with sensible choices, and up to about 27 cents with premium models and voices. The platform fee is often the smallest line; the model and voice move the total most.

Platform Budget build Premium build What we assumed
Deepgram Voice Agent API $0.084 $0.084 Standard rate plus Twilio inbound at $0.0085
Vapi $0.090 $0.137 Hosting, Deepgram, OpenAI and ElevenLabs at listed low and high rates, Twilio inbound
Retell AI $0.087 $0.270 GPT 5 nano and standard voice; GPT 5.5 and ElevenLabs voice; Retell telephony
ElevenLabs Agents $0.096 $0.134 $0.08 plus model at Vapi’s listed OpenAI range plus Twilio inbound
Bland AI Build $0.120 $0.150 $0.12 rate; high end spreads the $299 fee over 10,000 minutes
LiveKit Cloud Ship About $0.045 About $0.05 Agent and SIP overage, Deepgram Nova 3, small OpenAI model, ElevenLabs voice, carrier

Our arithmetic from list prices on vendor pages in October 2026. Twilio US inbound local is $0.0085 a minute and numbers $1.15 a month; Telnyx SIP starts at $0.0032 inbound. Real bills vary with silence, retries, call length and negotiated rates.

The OpenAI Realtime API in minutes

When OpenAI launched the Realtime API it said its token prices then equalled about $0.06 a minute of audio input and $0.24 a minute of output, which implies about 600 input and 1,200 output tokens per minute of audio. Applying that ratio to today’s GPT Realtime 2.1 prices gives about 1.9 cents per minute of caller speech and 7.7 cents per minute of agent speech, before history is billed again on each turn. The mini model is roughly a third of that. This is our estimate; meter a pilot before you budget.

A worked example at 10,000 minutes a month

At budget settings, 10,000 minutes costs about $840 on Deepgram, $870 to $900 on Retell or Vapi, $960 on ElevenLabs, and $1,499 on Bland Build including its fee. A LiveKit Cloud Ship stack is about $420 to $480, but someone has to build and run it. The gap only becomes a real line item above roughly 50,000 minutes a month, where engineering time spent on a cheaper stack starts paying back. Our typical estimate for the custom builds we deliver is 8 to 25 US cents a minute all in.

How should you measure voice agent latency?

Measure latency yourself on a real phone line, from the moment the caller stops speaking to the first sound of the reply. Vendor demos usually run over WebRTC, in quiet rooms, without tool calls, so they flatter every platform.

People in conversation typically reply within about 200 milliseconds (Stivers et al., PNAS, 2009). A phone agent will not match that, but long gaps make callers talk over it. A fair test:

  1. Build the same agent, prompt and one calendar lookup tool on each shortlisted platform.
  2. Call it 50 times over the public phone network from the regions your callers are in.
  3. Record both sides and measure end of speech to first audio for every turn.
  4. Report the median and the slowest 10% separately, and again for turns that call the tool.
  5. Count false interruptions, where the agent jumps in while the caller pauses.

Our rule of thumb: if the slowest 10% of turns regularly take longer than about one and a half seconds on a phone line, callers notice. Model size, server region and slow back end tools usually matter more than the platform brand.

How do these platforms hand calls to humans?

Every platform here can transfer a call; what differs is whether the person who picks up gets context. A warm transfer gives your agent a spoken or written summary before the caller is connected, which stops callers repeating themselves.

  • Vapi documents assistant based warm transfers and dynamic transfers to numbers chosen during the call.
  • Retell AI documents a transfer call tool and a call transfer node, including warm transfer with a whisper message.
  • Bland AI bills transferred minutes separately at $0.05 or $0.04.
  • OpenAI Realtime API transfers over SIP with a refer endpoint to a phone number or SIP address.

If your team works in Genesys Cloud, Five9 or Amazon Connect, the hard part is getting the summary and caller details into the agent desktop, not the transfer itself. That is usually integration work, and it is worth scoping before you choose a platform.

Which AI voice agent platforms handle Arabic and other languages?

Language support depends on the speech and voice providers underneath a platform, not the platform brand, and quality varies by accent and dialect. Always test with recordings from your own callers.

  • Retell AI documents Arabic with speech recognition from Deepgram, Azure, Soniox and AssemblyAI and several voice providers, and allows multilingual agents if one voice and one recogniser cover every language.
  • ElevenLabs lists 32 languages for Flash v2.5, its low latency model, and Arabic for Saudi Arabia and the UAE in Multilingual v2.
  • Deepgram Nova 3 lists more than 15 Arabic locale codes, from Gulf to North African variants.
  • Vapi and LiveKit Agents support whatever your chosen providers support.

For Gulf callers the hard cases are switching between Arabic and English mid sentence, Arabic names, and numbers read back aloud. We cover wider buying questions in our guide to AI development in Dubai and the UAE.

Comparison of Vapi, Retell AI and Bland AI voice agent platforms on concurrency, model choice, HIPAA route and deployment options
Vapi vs Retell vs Bland at a glance. From Vapi, Retell AI and Bland AI pricing pages, checked October 2026.

HIPAA, GDPR and data residency: which voice AI platform fits?

Most voice platforms offer a HIPAA route, usually on a higher plan or as a paid add on, and none of the managed platforms here lists a UAE hosting region. A platform BAA is not enough alone: the model, voice and carrier must be covered too, which is why ElevenLabs limits BAA customers to approved LLMs.

Platform HIPAA route as stated Other stated compliance Where it can run
Vapi $2,000 a month add on, BAA signed in dashboard Not on pricing page Vapi cloud
Retell AI HIPAA ready SOC 2 Retell cloud; custom DPA on Enterprise
Bland AI Eligible with signed BAA SOC 2 Type I and II, GDPR, PCI DSS Cloud; on premises or VPC on Enterprise
ElevenLabs Agents Enterprise only, Zero Retention Mode Custom DPA on Enterprise ElevenLabs cloud
Synthflow HIPAA badge SOC 2, GDPR, ISO 27001 EU and US hosting
Deepgram BAA for Enterprise customers Not on pricing page Deepgram cloud
LiveKit Signed BAA from Scale plan Not on pricing page LiveKit Cloud or self hosted anywhere

US, UK and UAE notes

  • United States: HIPAA for health data, and for outbound calls the FCC’s February 2024 ruling that AI generated voices are “artificial” under the Telephone Consumer Protection Act, so consent rules for robocalls apply (FCC).
  • United Kingdom: UK GDPR and a data protection impact assessment for recorded calls. More in our UK AI development guide.
  • European Union: Article 50 of the EU AI Act has required since 2 August 2026 that people are told when they are talking to an AI system.
  • United Arab Emirates: Federal Decree Law No. 45 of 2021, plus DIFC and ADGM rules in the free zones. Where health or government data must stay in the country, a self hosted stack in Azure UAE North or the AWS Middle East (UAE) region is the usual answer, sometimes with a private, self hosted LLM.

Voice AI platform comparison by buyer type

Choose by who will maintain the agent and where your constraints are, then prove it with a two week pilot on real calls.

If you are Start with Why
A developer team that wants control without running media servers Vapi or Retell AI Provider choice, fast prototyping, built in telephony
A team that wants one bill and little engineering Bland AI or ElevenLabs Agents Model and voice bundled in the rate
An enterprise that wants the vendor to deliver Synthflow or Bland Enterprise Implementation support and private deployment
Cost sensitive at high volume Deepgram Voice Agent API or LiveKit Lowest published rates per minute
Bound by data residency Self hosted LiveKit Agents Runs in your own cloud region
After the most natural conversation OpenAI Realtime API over SIP Speech to speech with fewer steps

Whatever you pick, keep prompts, tools and test calls in a form you can move. Vendors change plans often, and lock in is the hidden cost; our piece on build vs buy for AI software goes deeper.

When should you skip a voice agent platform?

Skip a developer platform if nobody on your team will own the agent after launch, or if your calls are simple enough for a ready made receptionist subscription. Platforms are toolkits; someone must read transcripts and fix failures every week.

  • One line, simple calls: a subscription such as those in our receptionist guide is cheaper and live in a day.
  • No test set: if you cannot list 50 real calls and the right outcome for each, you are not ready to choose.
  • High stakes conversations: debt collection, clinical triage or emergency calls need human review designed in from day one.

Vrisic: custom voice agents built on these platforms

This section is about us. Vrisic builds custom voice agents, often on Vapi, Retell AI or LiveKit Agents, and connects them to CRMs, practice systems, contact centres and older software. Custom work beats a pure platform build when the agent must read and write several internal systems, when audio must stay in your cloud or country, when you need tuned Arabic and English, or when the voice agent is one channel of a larger AI agent that also works in chat and email.

An integrated voice agent typically costs $30,000 to $75,000 (£24,000 to £60,000, AED 110,000 to AED 275,000) over 6 to 12 weeks; a contact centre voice platform starts from $75,000 (£60,000, AED 275,000). Usage is billed at cost and optional managed support starts at $1,500 a month. These are typical ranges; you get one fixed price in writing after a free scoping call. If your team will build it, a short AI architecture review may be all you need from us.

How Vrisic can help

We help teams pick a platform on evidence, then build what platforms leave to you: integrations, evaluation on recorded calls, transfers into contact centres, and bilingual Arabic and English flows. Sometimes the right answer is a Retell or Vapi agent your own team maintains, and we will say so. We are a remote team based in India working in US, UK and UAE hours, you own the code, and it runs in your cloud account; see how we work.

The low risk start is the AI Pilot: $1,500 (£1,200, AED 5,500), 10 business days, fully credited against a build if you go ahead within 60 days. Send us your shortlist for a second opinion, or message us on WhatsApp at +91 63777 67206.

Questions we hear every week

Still unsure about something? Ask us on a call. We will give you a straight answer, even if it means we are not the right partner.

What are the best AI voice agent platforms in 2026?

The strongest options depend on your team. Vapi and Retell AI suit developers who want to choose models and voices, Bland AI and ElevenLabs Agents bundle most costs into one rate, Deepgram’s Voice Agent API offers the lowest published bundled rate, and LiveKit Agents suits teams that want open source code and self hosting. Shortlist two and test them on real phone calls.

Which is the best AI voice agent platform for a startup with developers?

For a startup with developers, Vapi or Retell AI is usually the fastest start. Retell includes 20 concurrent calls and publishes the cost of each component, while Vapi gives the widest provider choice with a $0.05 hosting fee. Both offer starter credit. If budget is tight at scale, compare Deepgram’s Voice Agent API at $0.075 a minute.

Vapi vs Retell: which is cheaper per minute?

At budget settings they are close: about 9 cents a minute on both, including telephony, on October 2026 list prices. Retell can climb to about 27 cents with GPT 5.5 and an ElevenLabs voice, while Vapi’s listed premium providers reach about 14 cents. Concurrency changes the picture too, because Retell includes 20 calls and Vapi includes 4 without a support package.

How much does an AI voice agent cost per minute including telephony?

Including telephony and the language model, most production voice agents cost about 8 to 15 US cents a minute with sensible model and voice choices, and up to about 27 cents with premium options. A self assembled LiveKit stack can run near 5 cents, but needs engineers. These figures come from vendor list prices in October 2026 and exclude support and build costs.

Which voice AI platforms will sign a HIPAA BAA?

As of October 2026, Vapi offers HIPAA as a $2,000 monthly add on with a signed BAA, Bland AI states HIPAA eligibility with a signed BAA, LiveKit signs BAAs from its Scale plan, Deepgram for Enterprise customers, and ElevenLabs only on Enterprise with Zero Retention Mode. Every model, voice and carrier in the chain must also be covered.

Can I host an AI voice agent inside the UAE?

Yes, but usually not on a managed platform, because none of the managed voice platforms we reviewed lists a UAE hosting region on its pricing page. Teams that need in country hosting typically self host LiveKit Agents in Azure UAE North or the AWS Middle East (UAE) region, and pick speech, model and voice providers that can run there too.

Is a speech to speech model better than a pipeline for phone agents?

Speech to speech models such as OpenAI’s GPT Realtime 2.1 usually sound more natural and take turns faster because there are fewer steps. A pipeline of separate speech recognition, model and voice gives more control, easier debugging, a free choice of model and more predictable cost. Many teams use speech to speech for simple conversations and pipelines for tool heavy calls.

How long does it take to launch a voice agent on one of these platforms?

A simple agent with one or two tools can be live on Vapi, Retell AI or Bland AI within days. A production agent with integrations, evaluation on recorded calls, transfers into a contact centre and compliance work usually takes 6 to 12 weeks. Most of that time goes into testing and integrations, not the platform setup.
